Building and Energy’s Electrical Focus newsletter for December 2025 lists the top five defects of 2025. This is our plain-language summary. [1]
The numbers
The newsletter says 3,151 Inspector’s Orders and 7,240 Notices of Defect had been issued throughout 2025. It says the information was collated on 25 November 2025. [1]
The five defects
- The installation does not comply with AS/NZS 3011 and AS/NZS 5139 battery systems standards.
- Metering and service equipment do not comply with the requirements of the network operator.
- Electrical equipment is not selected and installed in accordance with the manufacturer’s instructions.
- The location of the underground wiring system is not marked using permanent cable markers or recorded on plans at the switchboard.
- The relationship of electrical equipment to the various sections of the electrical installation is not marked on or adjacent to the switchboard.

The newsletter’s example photos show a hybrid inverter that is not earthed and batteries with an inadequate Ingress Protection rating for their environment. [1]
Battery system testing
A separate article in the same issue says inspections have identified critical defects in battery energy storage systems, mainly due to installers not following manufacturer instructions and inadequate testing in alternative supply mode. It says eNotice Notices of Completion will need to confirm testing in line with section 8.3.3 of AS/NZS 4777.1, including proving continuity of neutral conductors. [1]
If you are planning electrical work
Our suggestion, not an official list: when you get a quote for work involving a battery system, meter or service equipment, or underground wiring, ask how the installer will meet the points above.
